一年一度消防節又再次到來，消防局每年都會精心安排慶祝活動，今年當然也不例外，過去主辦過多次的防火宣導活動，也擔任過不少次的大型活動主持人，但這次是我從事消防工作來第一次截然不同的辦理方式-已經邁入國際化的時代。
With the coming of 119 festival, the fire department hold many celebrations attentively yearly. Of course, there is be no exception this year. Even I had participated many kinds of activities, but it is very different from that I had joined before. It is becoming an international festival.
首先，我們擇定在東協廣場辦理慶祝105年119消防節擴大防火宣導–「友善移民在東協，消防安全宜樂居」，另外特別聘請了印尼、泰國、越南外籍及通譯人員共14名共襄盛舉，協助整體活動的進行，讓闖關區的8個活動攤位及其他單位的協助政令宣導攤位，也都有通譯人員從旁協助翻譯說明，如：闖關方式、防火安全須知、CPR教學操作及各局處法令宣導，讓現場活動語言無障礙，使整個宣導活動國際化了起來。
First, we decide to take place in SEAN square (Southeast Asian Nations, SEAN) to celebrate 119 festival named [The immigrants from the S.E.A.N can live happily because of good fire-safety] in 2015. We also invite 14 foreigners to be translators, including Indonesia, Thailand, Vietnam…,etc. They do help us a lot not only making smoothly in process, but also translating foreign language for people from South-East Asia. It is all because they may need help for teaching them how to pass the test in stalls which were set by each bureau of Taichung city government. Every stall has been sent one translator to help these foreign friends. We have many tests to guide them to understand variety kinds of correct concepts in Taiwan, such as: fire prevention, CPR( Cardiopulmonary Resuscitation), living laws. They make language being no more problem, and the activity become much hilarious.
現場可看到許多不同國籍的民眾一起熱烈的參與活動，乃是前所未見的。此次防火宣導，對象不再只是侷限於本國民眾，還有其他國家的新住民，讓整個活動除了達到防火宣導的實質效益外，還別具異國風情，相當特別有意義。
Ou can see many people from different countries who can join the party together. It was never happened before. This time we are not just focus on Taiwanese, besides we know there are many [ new-immigrants] who live together with us. We think it was very meaningful and exotic in the same time.
舞台宣導短劇的活動表演皆由本局同仁及婦宣姊妹親自設計編劇、製作道具、演出，短劇除以生動活潑方式教導民眾各項防火防災知識外，還貼心的製作了4國(印尼語、越語、泰語、英語)不同語言宣導看板，讓現場參與的外籍人士也能夠順利學會防火知識，達到推廣防火宣導的實質目的。
The Taichung City Fire Department (TCCFD) officers and women’s fire prevention promotion volunteer team prepare an active drama show to teach people there so much knowledge of fire safety. It take them a lot of time to make stage properties all by themselves. They also make four different languages(Indonesia, Thailand, Vietnam, and English) promotion show bills to let joined people can easily understand what they want to tell everybody. And this can make the purpose: fire prevention promoting come true.
而舞蹈表演更是帶動了現場的熱鬧氣氛，讓大家雖在酷寒的天氣中，仍感受到婦宣姊妹們的熱情活力感染整個會場，連我們蕭局長也親自上台和婦宣姊妹一同舞蹈，讓現場台下觀眾都不禁跟著舞動、熱情地拍手叫好。
A dancing show is greeted by people on-the-scene with enthusiasm. It make everybody feel hot and happy even in such cold weather, then the director-general of TCCFD, Dr. Hsiao can’t help to join them to dance. This encourages all the stuff and make everybody feel excited.
活動中場，情緒的轉折來到了感性時間，之前有OHCA(到院前心肺功能停止)患者，因本局救護同仁出勤救護積極作為而挽回了寶貴的性命，特地藉由本次重生感恩慶生活動，到場表達對救護人員表達感謝之意，我們特別準備了生日蛋糕讓幾位重生患者一起慶生，場面溫馨動人。本局也利用機會，以情境模擬方式教導現場所有民眾倘若遇到有緊急狀況時如何正確的實施CPR急救。
In the intermission of the activity, it becomes a touching moment. There are several OHCA(Out-of-hospital cardiac arrest) patients come back to show their thanks to the EMT(Emergency Medical Technician) for saving their lives. Because of the positive action of EMT, they can have one more chance to live again. They specially come back to say thanks in person in this reborn birthday celebration. We prepare a cake for these reborn patients, it is really a moving sight. TCCFD use this chance to teach people how to operate CPR correctly in simulate situation.
另外，在本次活動中還介紹了我們消防局的生力軍-搜救犬(3隻)，市長特地頒發象徵性的身分證，歡迎加入臺中市這個大家庭，也同時宣佈搜救犬命名活動正式啟動，歡迎民眾一起集思廣義來替他們取一個好聽又響亮的中文名，最後內政部消防署特種搜救隊帶來的搜救犬表演，模擬經過特殊訓練的搜救犬，展現如何在災害環境中成功的搜尋出受困民眾，逼真的現場表演令所有觀眾都大開眼界。
Furthermore, we introduce our fresh troop: three search and rescue dogs of TCCFD. The mayor of Taichung city gives them some symbols of ID cards, and welcomes them to join this big family Taichung city. In the same time, the mayor announces the naming for these dogs active is started now. We hope citizens can think together to give them pretty and sparkling Chinese names. After these, the NFA( National Fire Agency) special search and rescue team demonstrates how a trained search and rescue dog can successfully find a person who is waiting for help in a short time. People on-the-scene all feel amazing for this.
市長更利用這次119消防節慶祝活動，頒發104年當選本局的消防楷模(消防人員及義勇消防人員)獎牌，還有不辭辛勞為本市消防奉獻長達35年以上的義勇消防人員，市長特別頒發獎狀特表感謝之意。活動最後，市長親自擔任摸彩主持，將最大獎項(特獎-液晶電視)抽出，並由市長親自頒發獎項，而大獎是由一位泰國籍的幸運民眾抱回家。
The mayor also awards the models of all paid and volunteer firefighters in 2014 and those volunteers who dedicate themselves to fire service over 35 years. He shows his respect and thanks to them. Finally, the mayor be the host of the lottery, and the winner is a lucky Thais. The mayor gives the biggest reward (a LCD TV) to him in person.
在舞台區接連表演時，同一時間舞台下則是進行闖關及宣導活動，8個闖關區(骰子大富翁有獎徵答、彈珠臺、消防滅火百分百、CPR及AED教學操作…等)都是開放民眾免費自由參加，每人可領取空白闖關卡1張參加闖關簽證，親身體驗全部闖關項目者，可獲得精美宣導品1份及摸彩卷1張參與現場摸彩活動。現場的民眾來自各國，每個攤位都有通譯人員協助翻譯，報名參加的民眾相當踴躍。當日現場本局還準備有限量搜救犬掌印明信片贈送參與的民眾們。
When the performance on the stage goes step by step, the test of each stall also be held in the same time. There are eight stalls (test zones), including: monopoly game, pinball, fire extinguishing, CPR, and AED(Automated External Defibrillator) operate teaching…,etc. They are all free for everybody to participate. Every participant is given a card, and they can get one point when every time they pass a test. Every participant can get a small present, and you can get a lottery ticket if you pass all the tests. The participants come from different countries, and they don’t need to worry because there is one translator in each stall. They are all happy and excited to join this party. We also prepared some limited post cards with the dog-footprint to give to them.
活動當天恰遇有強烈寒流來襲，早上還下著小雨，氣溫驟降，直到中午過後才稍有放晴，然而現場活動位於戶外當時溫度約僅攝氏5度，體感溫度更只有約攝氏-1度，雖然天氣相當嚴寒，但所有參加的工作人員從早上9點就到場開始預演，完全不減熱情與活力，我想這就是存有消防魂的服務精神吧!此外，我們特地準備了大型直立式戶外暖爐4具，置於觀眾區、闖關區，讓民眾可以取暖，還貼心的提供了熱薑茶全天候供應，此舉廣受民眾好評、反應熱烈。
A strong cold snap attack in that day. It’s still raining in the morning with the low temperature, and finally the sunlight appears in the afternoon. Although it’s wintry outside ,about 5 degrees Celsius( people may can feel only -1 degrees Celsius), all stuff still start working from 9 am in the morning with energy. I think it’s maybe because we have the fire spirit. We especially set 4 big outdoor heaters to keep people feeling warm in the audience area and near the stalls. But the most popular is still the hot ginger tea, everybody love it.
全國有越來越多新住民，在宣導上最常見的就是語言障礙的隔閡，本局很早即注意到東協四國的語言問題，一直不斷想辦法去克服語言隔閡問題，為了能讓來到臺中市的新住民也能夠了解認識消防知識，而開始正視這些語言隔閡問題，本次活動請來多國語言主持人及通譯就是為此，也因此向前跨越了一大步，消防宣導工作一直不斷的精進、且逐步朝向國際化，這次整體的活動也讓所有參與的民眾在防火觀念的知識及體驗中都有不少收獲，整體活動以「安全、整潔、多元、趣味」的設計，讓大家歡樂學習，認識消防，期盼能藉此有效的讓全民更加瞭解「預防勝於搶救」的重要性，達到降低火災發生率之實質效果。
There are more and more new immigrants in Taiwan. The most difficult of policy promotion is language problem. We find this situation of people from SEAN in very early time, and we try to solve it continuously. In order to let new immigrants can learn and understand the knowledge of fire safety, we do start to face to the problem. That’s why we invite so many different foreigners to be hosts and translators. We truly do a great job this time and which is much better than before. Fire promotion is better and better, and be going to become international. Every participants can get a lot though this activity both in knowledge and experience. This time, the idea of designing is based on safe, clean, varity, fun, and it make everybody happy in learning, knowing, and realizing the importance of this: fire prevention is more important than fire extinguishing. And we think it can really lower the incidence of fire disaster.
