(一版)市長全力支持本局建置救災裝備及擴編員額

從103年7月高雄氣爆、104年1月桃園保齡球館火警到2月臺北復航墜河意外，綜觀救援過程中，凸顯出消防人員在訓練、裝備及器材的需求仍有成長空間，導致搶救不易，造成無可挽回的局面。本局為了增進公共安全及確保消防同仁救災安全，經蕭局長專案報告獲得市長全力支持，同意本局104年度追加預算9,927萬6千元，辦理各項消防工作。
From Kaohsiung gas explosions in July, 2014, bowling alley fire in January 2015, to TransAsia Airways Flight 235 crash in February, to make a comprehensive observation of rescue process, it reveals that firefighters’ training, equipment, and materials still have some room to improve, thus cause rescue work execution get into trouble, and bring about irretrievable situation. In order to improve public safety and ensure firefighters’ rescue safety, after Director General Hsiao’s project report, Mayor Lin fully support and agree an additional budget 99 million and 276 thousand dollar for firefighting affairs.
壹、充實消防裝備器材方面，共計追加5千5百多萬預算購置消防救災裝備器材：
One, to step up firefighting equipment and materials, it totally adds budget more than 55 million to purchase rescue equipment and materials:
一、辦理採購無線電通訊輔助設備1,000組，所需經費2,800萬元。
1. To purchase 1,000 sets of wireless communication supplementary equipment, needing expenses 28 million dollar.
二、購置救災用紅外線熱顯像儀1組，所需經費30萬元，另中央補助救命器38組及世界台商總會捐贈1組，總計40組。
2. To purchase 1 set of infrared ray thermal image camera for rescue work, needing expenses 300 thousand dollar. In addition, the central authorities subsidize 38 sets and World Taiwanese Chambers of Commerce donate 1 set, totally 40 sets.
三、購置救災用個人安全警示器（救命器）85個，所需經費34萬元，另中央補助救命器275個，總計360個。
3. To purchase 85 personal safety alarms for rescue work (rescue passes), needing expenses 340 thousand dollar. In addition, the central authorities subsidize 275 rescue passes, totally amount to 360.
四、建置潛水救溺人員裝備-乾式潛水裝備6套、半乾式潛水裝備10套、岸上接話器2組及水中通訊設備16組，所需經費350萬元。
4. To purchase 6 sets of diving rescue personnel equipment, 10 sets of half-dry diving equipment, 2 sets of on-coast receptor, and 16 sets of underwater communication equipment, needing expenses 3 million and 500 thousand dollar.
五、購置臺中市義消人員服勤用防水透氣雨衣2,245件，所需經費486萬1千元。
5. To purchase 2,245 pieces of Taichung City volunteer firefighters’ waterproof-breathable raincoats for duty use, needing expenses 4 million and 861 thousand dollar.
六、購置本市救災行動指揮車1輛，所需經費450萬元。
6. To purchase 1 Taichung City rescue action command vehicle, needing expenses 4 million and 500 thousand dollar.
七、辦理104年度衛星電話設備汰舊換新，所需經費300萬元。
7. To manage 2015 satellite phone equipment replacement with new ones, needing expenses 3 million dollar.
八、辦理空氣呼吸器面罩1000個檢測維護，所需經費160萬元
8. To manage 1000 self-container breathing apparatus mask inspection and maintenance, needing expenses 1.6 million dollar.
九、辦理雪地搜救訓練及充實相關裝備器材，購置中層禦寒保暖衣、登山鞋、綁腿及冰爪等相關器材，所需經費為83萬元（中央補助50萬元，市府負擔33萬元）。
9. To manage snowfield rescue training and step up relative equipment, purchase middle layer anorak, mountaineering boots, leg wrappings, crampons and relative equipment, needing expenses 830 thousand dollar (the central authorities subsidize 500 thousand dollar, and Taichung City Government bear 330 thousand dollar).
十、增設消防栓40處，所需經費1,200萬元。
10. To increase 40 sets of fire hydrant, needing expenses 12 million dollar.
貳、增加超勤加班費及精實消防替代役專業訓練方面：
Two, to increase overtime pay and fulfill firefighting substitute civilian servicemen’s professional training:
因外勤同仁長期勤務繁重下累積許多壓力，市長為了體恤同仁，要求本局在外勤人員104年超勤加班費部分追加預算2,894萬3千元，使每一位外勤人員超勤加班費增至1萬7千元，這一項超勤加班追加預算，目前已報請市議會審查中，在審查通過後便可開始發放；另在人員不足的現況下，本局以自訓自用方式，追加預算248萬8千元辦理消防替代役男專業訓練，輔導役男熟悉工作環境與紀律，以專業課程講授讓役男發揮所學與專長，彌補消防人力不足之情形。
First line firefighters are under much pressure due to longtime heavy duty, in order to show sympathy for firefighters, Mayor Lin ask Taichung City Government Fire Bureau to add 28 million and 943 thousand dollar, and make each first line firefighter’s overtime pay reach 17 thousand dollar every month, this overtime pay additional budget is now under examination by Taichung City Council, and will be given after passing examination. Besides, to resolve short-staffed situation, Taichung City Government Fire Bureau adds 2 million and 488 thousand dollar to manage firefighting substitute civilian servicemen’s professional training, leading servicemen to be familiar with working environment and discipline, and help servicemen to bring professional knowledge and skill into full play, to make up for firefighting short-staffed situation.
參、強化預防機制、照顧弱勢族群方面：
Three, to fortify prevention system and take care of disadvantaged minority:
另為降低住宅火災致人命傷亡，本局104年追加預算95萬8千元購置住宅用火災警報器，補助低收入戶、弱勢族群居住場所、鐵皮屋、老舊建築物、木造建築物、狹小巷弄地區建築物、住宅式宮廟、資源回收用途之住宅、居家曾發生火災事故者等高危險群之場所；及追加預算58萬5千元補助中低收入戶、居家曾發生一氧化碳中毒事故者、居家內有行動不便人員（如年長、幼兒、孕婦或身心障礙者等）居家燃氣熱水器安裝不當，且經診斷後確有一氧化碳中毒潛勢遷移或更換燃氣熱水器，協助民眾排除環境危險因子，力求有效降低一氧化碳中毒案件，確保民眾的生命財產安全。
Besides, in order to decrease residence fire and human casualties, Taichung City Government Fire Bureau add budget 958 thousand dollar to purchase fire alarms for residence in 2015, and subsidize high risk places such as low-income households, disadvantaged minority’s residences, metal-sheet houses, old buildings, wood buildings, buildings on narrow and small lane, household temples, recycling use residences, and residences which ever happened a fire accident. And, to add budget 585 thousand dollar to subsidize middle-low-income households, residences which ever happened a carbon monoxide poisoning accident, residences which disabled people (such as elders, children, mother-to-be, or people with disability) live in, gas heater installation improper, and with carbon monoxide poisoning potential through check, thus to help civilian avoid environment dangerous factor, make every effort to effectively decrease carbon monoxide poisoning cases, and keep people’s life and property safe.
肆、建構完善消防救災據點方面：
Four, to construct impeccable firefighting branch:
在消防廳舍方面，104年度追加預算306萬8千元辦理第四救災救護大隊龍井分隊耐震能力補強改善工程，及追加預算418萬6千元購置第三救災救護大隊溪南分隊新廳舍空調及辦公設備、快速滑昇門設備，以供消防人員使用及維護駐地安全。
For firefighting branch, Taichung City Government Fire Bureau add budget 3 million and 68 thousand dollar to manage shock-proof reinforce improving works for Longjing Branch, the 4th Corp., and to add 4 million and 186 thousand dollar to purchase air conditioners, office facilities, and rapid sliding door for Chinan Branch, the 3rd Corp., thus to meet firefighters’ need and ensure Fire Station’s safety,
伍、充實消防人力方面：
Five, to fulfill firefighting manpower:
感謝市長全力支持本局追加104年度預算添購各項救災裝備器材與專業訓練外，再將編制員額從1,472人增加到1,811人，至108年增加預算人力實際增補400人，依程序完成修編、預算編列等作業程序後全面展開，相信本局在市長極力支持下，定能逐漸呈現臺中消防為民服務新風貌。
Thank Mayor Lin for fully support Taichung City Government Fire Bureau to add budget to purchase rescue equipment and manage professional training, and then extend organization prescribed number of personnel from 1,472 to 1,811, raise budget to actually increase 400 personnel, and will be fully unfold after completing amend and planning budget according to the procedure. It is believed that under Mayor Lin’s fully support, Taichung City Government Fire Bureau will gradually perform a whole new service style and feature.
