(一版)本局辦理急流救生ＩＲＢ訓練 作者：教育訓練科科員 詹進生

為因應防汛期及颱風季節，且為建構急流救生Ｉ.Ｒ.Ｂ動力小艇執行急流救援戰力，達到提昇實務水域救災能力之目的，本局於104年度共調訓60人次，為了持續培訓救援人員，本次參訓人員為25人，訂於105年4月18日至4月22日假本市海域、大甲溪流域及豐原分隊辦理訓練期程。

To ready for flood season and typhoon season, and to build IRB（Inflatable Rescue Boat）team for swift water rescue, Taichung City Fire Department(TCFD) trained 60 persons in 2015 in order to raise water rescue ability. To last training more rescue team members, 25 new trainees were trained in Feng yuan Branch, Dajia river and the coastal water of Taichung city from April 18th to 22nd this year.

此次訓練特別聘請內政部消防署訓練中心葉泰興、鐘榮輝兩位教官擔任此訓練總教官及現場安全官，並由本局急流救生教官擔任教官及助教，課程內容為IRB救援艇學科基本概念、船身、船外機及配件介紹、安裝、動力操作及故障排除、急流中救援動作與安全防範、靠岸O、S、Z字形駕駛法、救援操作要領與器材應用、急流中救援動作與安全防範(勿讓船外機螺旋槳高速撞擊石頭)共7課程；另外，還加強訓練在順流或逆流中操作IRB拖運無動力艇、限時故障排除自救及切擋各式水流等。由參訓人員分小組輪流且親自操作以增進熟練度，並依據本市轄區特性，特別移地至大甲溪及松柏港實際操作演練。

TCFD specially recruited Instructor Ye TAI-XING and Instructor ZHONG RONG-HUI from the Training Center, National Fire Agency(NFA) to be the general instructor and safety keeper. Some swift-water rescue instructors of TCFD were appointed to be the instructors and assistants. There are 7 courses which include the basic conception of IRB rescue, the introduction of the body and parts of IRB, the way how to fabricate an IRB, sailing IRB with power, the repair way from a breakdown, the standard operation procedure and safety notice of swift water rescue, the O S Z approaching skill, rescue operation essentials and machinery use, rescue action and safety precaution in swift water( avoid the propeller attacking the rock in high speed). Besides, they also strengthened the training of sailing an IRB when towing a non-power boat downstream or against stream, troubleshooting and saving themselves in limited time and the way how to cut and stop various kinds of river current. The participators divided into few groups and everyone practiced in person by turns to be familiar with it. According to the jurisdiction characteristics of Taichung City, they made a special trip to practice in Dajia River and Song BO Harbor.

本局局長蕭煥章表示：消防局持續推動各項水域救援訓練，同時亦積極規劃海龍救生分隊成員接受急流船艇（IRB）訓練，希望藉由本次訓練，使本局同仁熟稔船艇及救援器材操作、保養，並瞭解轄內水域特性，確保能安全有效地執行水域救援任務，以建構完整的水域救援機制，保障事故現場救援人員的安全，進而提昇臺中市整體的水域搜救效率。

Director Huan-Chang Hsiao said TCFD will continue to implement all kinds of water rescue training in the future, and we will positively let volunteer members of Hailong Branch participate IRB training in the same time. We hope the participators can be good at operating and maintaining the boats and the machinery through this drill, and they can realize the water characteristics to make sure their safety and finish the rescue mission effectively. Based on these, we can build a complete rescue system to protect the rescuers from injury in the accident scene and shorten the rescue time, and further the quality of water rescue in Taichung City will be better and better.
