(一版)本局推動內政部「103年防範一氧化碳中毒執行計畫」，榮獲全國甲組第三名 作者:危險物品管理科科員 蘇惠楨 釋者:第八救災救護大隊 凃政宏
今年冬季特別寒冷，許多民眾習慣緊閉門窗抵禦寒風，惟使用燃氣熱水器方式不當或熱水器本身安裝在通風不良處，使一氧化碳中毒事件頻傳，造成人命傷亡之不幸事件時有所聞。為維護民眾生命安全，本局103年度持續編列有一氧化碳中毒潛勢場所，辦理遷移或更換燃氣熱水器最高3,000元經費補助，並加強推動各式各樣防範一氧化碳中毒宣導措施，且主動提供「反碳風水師」到府檢視熱水器服務，以減少一氧化碳中毒案件發生機率，後經內政部專案評核，本局獲評為全國甲組第三名。
This past winter was special cold, many people were used to close the window and resist cold wind, however, wrong way to use gas heater or the gas heater itself installed at poor ventilation place, caused carbon monoxide poisoning case frequently happened, and resulted in some casualties. In order to protest people’s life safety, Taichung City Government Fire Bureau continually budgeted for carbon monoxide poisoning potential places, to move or change for new gas heater, highest 3000 NTD for each case in 2014, and strongly gets carbon monoxide poisoning prevention promotion measures moving, and spontaneously provides “carbon monoxide poisoning prevention feng shui specialist” to do home visitation, thus to reduce odds on carbon monoxide poisoning cases, and finally named 3rd place of national Class A after project evaluation by Ministry of the Interior.
另本局今年起結合里（鄰）長，針對本市列冊之低收入戶家庭進行居家訪視，針對有一氧化碳中毒潛勢低收入戶家庭，欲更換家中燃氣熱水器卻無力負擔費用者，本局除積極尋求社會善心人士捐款補助外(共40萬元，已擇訂其中53戶家中有一氧化碳中毒潛勢危險程度較高者，更換燃氣熱水器)，後續低收入戶補助經費由本府社會局動支預備金，全額提供低收入戶家庭遷移或更換燃氣熱水器所需經費，本局提供審核熱水器是否改善完成之行政協助，共同解決低收入戶無力改善家中燃氣熱水器的問題，以排除居家環境一氧化碳中毒危險因子，保護生命安全。
Besides, we are aimed at registered low income households, and do home visitation with neighborhood manager. For those low income households who have carbon monoxide poisoning potential and want to change for new gas heater, we actively seek for donations from kind and volunteers (Totally 400 thousand, and already chose 53 households with higher carbon monoxide poisoning potential to change for new gas heater). In the following, we will employ reserve of Social Affairs Bureau to fully pay up low income households’ expenses on move or change for new gas heater. We will offer administrative assistance on double check gas heater installation safety, help low income households to improve gas heater installation problem together, thus to avoid carbon monoxide poisoning factors at living environment, and protect life safety.
本局提醒民眾家中安裝之熱水器，應確實遵照「五要」原則(要保持環境的「通風」、要使用安全的「品牌」、要選擇正確的「型式」、要注意安全的「安裝」及要注意平時的「檢修」)，就能預防一氧化碳所帶來的不幸傷害。
Here are five sweet reminders about gas heater in your house, 1. Keep good ventilation, 2. Use safe brand, 3. Choose correct type, 4. Make sure installation, 5. Check and recheck. If you could follow all these principles, you could prevent harm and tragedy from carbon monoxide poisoning.
