臺中市政府為響應中央新南向政策之城市交流，在亞洲臺灣商會聯合總會協助下，促成與越南平陽省的首次「臺、越消防人員火災搶救初級班聯合訓練」，於106年3月5日至3月17日為期兩週，假消防局豐原訓練中心與內政部消防署訓練中心辦理，成功跨出臺、越消防合作的第一步；平陽省當局非常重視本次交流訓練，特別派遣包括中校副科長阮英俊 (Nguyễn Anh Tuấn)團長、大尉副科長黎友才 (Lê Hữu Tài)副團長等消防人員10位及臺中市政府消防局30名消防人員，合計共40位參加此次火災搶救初級班聯合訓練。
In order to meet the city communication of Central Government “New Southward Policy”, Taichung City Government held the first time “Taiwan and Vietnam Fire Fighter 1 Joint Training”with the help of Asia Taiwanese Chambers of Commerce from March 5th to March 17th for 2 weeks in Feng Yuan Training Center of TCFD and Training Center of National Fire Agency‚ Ministry of the Interior. Therefore, Taiwan and Vietnam successfully took the first step in cooperation. Binhduong Province Government took very high value on the FF1 drill this time, and they specially sent 10 firefighters here for participating the drill including the leader, Lieutenant Colonel“Nguyễn Anh Tuấn” , deputy division chief and the deputy leader, Captain“Lê Hữu Tài”, deputy division chief. The 10 Vietnamese firefighters joined the FF1 Joint Training together with another 30 firefighters of Taichung City Fire Department, Republic of China (Taiwan).
開訓典禮於市政大樓舉行，越南平陽省人民委員會由副省長陳清濂(Tran Thanh Liem)帶領官員及工、商業界代表一行共18人造訪臺中市，林市長偕同副市長張光瑤共同代表市民表達誠摯歡迎，並主持開訓典禮；市長林佳龍非常肯定消防局此次所辦之訓練，其中更特別提到，本次所辦之聯合訓練，此舉為臺灣推動的新南向政策中跨出重要的一步，許多臺商在越南投資，其中大部分來自臺中地區，臺商在平陽省的投資更高居當地外商投資的第一位，透過消防救災的合作，進行教育人力的培訓與交流，對臺商將是最實質的協助，市長最後更期勉所有參加聯訓的臺、越消防人員，務必貫徹「安全、專業、合作、紀律」四大訓練要求，不僅要訓練交流、學技術交流，更要培養雙方消防情感，並為保障兩地民眾生命財產安全共同努力。
The opening ceremony of FF1 Joint Training was held in Taichung City Government building. The Vice Chairman of Binhduong Provincial People’s Committee, TRẦN THANH LIÊM, led the 18 government officials and Representatives of industry and commerce for a visit to Taichung City. The Mayor Lin and Deputy Mayor Chang attended the ceremony together and being on behalf of the public, they expressed sincere welcome to them. The mayor gave highly recognition to this training plan made by Fire Dppartment, and he specially talked about that the drill will be the importment step of New Southward Policy in Taiwan. There are many Taiwanese businessmen doing investment in Vietnam, and most of them came from Taichung city. Taiwanese investment in Binhduong Province is the first place in foreign investment. It will be the most practical help to hold training and education of human resources through fire disaster relief cooperation. The mayor finally encouraged all the trainees to follow the requests “safety, profession, cooperation and discipline”, not only in training, knowledge and skills but also in developing bilateral friendship. To Work hard for the safety of bilateral people’s life and property.
火災搶救初級班課程，主要為提升消防人員火災搶救指揮救援能力，建立火場救災安全觀念與技巧，精進救災技術與學、技能，保障生命財產安全與減低受災損失；課程內容包含「個人防護裝備」、「架梯操作」、「強制破壞之入口」、「消防人員作業安全」、「消防人員自救」、「火場人命救助」、「火災特性及滅火理論」、「火災控制」、「通風排煙」、「綜合測驗」等10大項，測驗合格授予合格認證。
The major purpose of fire fighter one (FF1) training course is to improve the ability of fire disaster ruscue and command, to build the concept and skill of fire scene safety, to raise the skill and knowledge of disaster rescuing, to protect the safety of people’s life and property, and to reduce the disaster losses. There are 10 course topics including "Personal Protective Equipment ", "Fire Service Ground Ladder ", "Forcible Entry ", "Fire Fighter Safety ", " Fire Fighter Self-help ", "Life Rescue in Fire Scene " , "Characteristics of Fire Disaster and Fire Fighting Theory", "Fire Control ", "Ventilation " and "Comprehensive Test ".
此次訓練的特殊性，考驗著消防局教育訓練科的智慧，我們必需思考如何讓越南消防人員能夠快速融入，並且能在為期二週的聯合訓練中有所收獲。因此，我們做了幾項事前準備作業：
一、本局特別挑選優秀且具高度教學熱忱的教官，負責此次的教學任務。
二、本科於開訓時特與本局所屬學員溝通，希望學員在訓練、學習之餘，也能擔起越南消防人員指導員角色，並從旁協助教官引導越南消防人員之學習。
三、本局預先將上課教材，透過協助商請居臺之越南人翻譯成越南文，以方便越南消防人員能夠充份並有效學習。
四、採納臺商協會委員之建議，將午、晚餐的用餐方法由以往訓練為求方便而發放便當之模式，改為集中式圓桌用餐，以增加臺越消防人員彼此相處、交談機會，增進雙方情誼。
五、上課方式採雙軌制，上室內課時同時播放臺、越2種不同版本之簡報；上室外課時則採分班講解但同時操作之模式，如此不但能增加越南消防人員對於課程內容之理解度，而且還能使臺、越雙方相輔相成，增加彼此默契。
It is really a test to us, staff of education and training division of Taichung City Fire Dpeartment, because of its special situation and never before. We must to think how to make Vietnamese firefighters integrate into us and make the training productive in this 2 weeks. Therefore, we did some preparation as follows:
A.We picked some performed well firefigters with high enthusasim to be the instructors, who are charged of teaching this time.
B.We communicated with Taiwanese trainees in advance and hoped them can be the assistant to help Vietnamese trainees.
C.We tried to find a Vietnamese who have lived in Taiwan for many years to help us, translated the course materials to Vietnamese language for the Vietnamese trainees. That can help them learn efficiently.
D.We adopted the suggestion from Asia Taiwanese Chambers of Commerce, to make trainees gathered together with round talbe in diving room for lunch and dinner instead of giving them boxed meals. That is because we make chance to let them have more time talk to each other and know more about each other.
E.The training was held in double-track. The instructor plays 2 langeages sldes with 2 different projectors in the same time when lectured inside. They explained the detail separated but operated the job together when in outdoor class. This could not only help the Vietnamese realize the course but also make Taiwanese and Vietnamese trainees help each other and increase the mutual understanding.
歷經二週的時間相處與配合，縱使彼此之間只能用簡單的中文、越文、英文溝通，結訓後雙方學員及教官之間，除學知識、技能及心得之交流外，亦已碰撞出友誼之火花，這對每位學員來說，皆是次非常難得的經驗。
In this 2 weeks of training, even though they can only chat in simple Chinese, Vietnamese and English. After the drill they have already became good friends, and both of them have good communication of knowledge ,skill and experience.
結訓典禮及歡送餐會上，越南消防人員團長阮英俊 (Nguyễn Anh Tuấn)，特別透過該其中一位曾來臺灣學習1年中文的學員表示，他們非常感謝臺中市政府及消防局此次給予的協助與教導，讓他們對於不同文化及環境下的消防專業領域，開了新的眼界，其中對於本局訓練消防人員之精實及認真，更是印象深刻；另外他也對本局訓練環境、裝備器材及各項消防專業知識及技能大表羨慕及欽佩。最後，他表達了對臺中市政府消防局及此行所接觸的所有消防人員由衷感激之意，承諾會將此行寶貴經驗帶回越南，作為其裝備採購及訓練方式之參考，並期待未來有機會也能邀請臺中市政府消防局前往平陽省作客。
In the closing ceremony and farewell party, the leader “Nguyễn Anh Tuấn” said some words to us through one Vietnamese trainee who ever been to Taiwan to study Chinese for one year, he showed gratitude to Taichung City Government and Fire Department for help in these days and giving opportunity to train. They really got a lot of experience of fire service and training in such different culture and environment from Vietnam. They were very surprised at how serious and efficient the drill of firefighters in Taichung City Fire Department. It did open their eyes and make them impressive. Besides, he praised the training environment, miscellaneous equipment and tools, varies fire service professional knowledge and skills of Taichung City Fire Department. He appreciated all the persons they met in this trip and Taichung City Fire Department, and promised that he will bring the rare experience back to Vietnam as the reference of equipment purchasing and training method in the future. Finally, he invited Taichung City Fire Department to Binhduong Province to be the guest and hoped it will come ture soon.
