本局於104年6月11日上午10點30分在大臺中消防防救災訓練中心舉行『第七期消防救助培訓人員結訓成果驗收』暨『臺中市義勇消防總隊第五大隊海龍救生分隊及臺中市義勇消防總隊第九大隊三棲特種搜救義消分隊成軍授旗典禮』，由林市長佳龍親自主持並頒發訓練結業證書與成軍授旗儀式；活動當日盛情邀約多位立委、議員及軍方長官及地區性民間團體共同來觀禮。
On June 11th, 2015, The Fire Bureau of Taichung City held the closing ceremony of the “The 7th term rescue team training session” along with the establishment ceremony of “The Sea Dragon Rescuing Volunteer Branch” and “The Triphibian rescuing Volunteer Branch” at Taichung Disaster Prevention Training Center. Mayer Lin Chia-lung hosted the ceremonies and presented the certificates to the firefighters himself. Several legislatives, city counselors, military officers and leaders of regional associations attended the ceremonies too.
林市長致詞時表示救災除了要靠精實的專業訓練外，好的消防救生及防救災的設備更是不可缺少，在104年追加預算中也提高了消防人員超勤津貼及增加400名替代役男來協助各個分隊的勤務工作，在救災設備及各種行政革新更是會盡全力給予支持，以提昇消防戰力。
“Encountering a disaster, we not only need those strict trainings beforehand, but also have to level up professional rescuing devices. Taichung City government has included the raised overtime pay into the supplementary budget next year. Also, there will be 400 additional assisting-firefighters recruited as alternative civilian service. In order to strengthen our firefighting ability, I strongly support the purchasing the necessary rescuing devices by all means” said Mayor Lin Chia-Lung.
臺中市政府消防局因應大臺中地區災害地區複雜，為提升所屬消防人員水域、陸域、山區人命救助戰技及特殊災害任務處理能力，本局教育訓練科於104年3月9日辦理「第七期消防救助人員訓練」參訓人次39人(為期12週)，課程包含水上救生、急流救生、山地救生、立體救災訓練、火災搶救訓練…等多項相關課程，於南投縣竹山鎮內政部消防署訓練中心、大臺中專業消防防救災訓練中心及轄內山區辦理，藉由這些完善的訓練場地，促使學員技能更加精進並取得相關專業證照。
The geography of Taichung City contains many diverse regions that are difficult for disaster rescuing. Thus, the Education and Training Section of Fire Bureau held “The 7th term rescue team training session” from May 9th 2015 in order to enhance our firefighters’ ability when facing emergencies at waterside, land and mountains. The 12-week-long training session allows those 39 trainees capable of waterfront rescuing, riffle rescuing, mountain rescuing, helicopter rescuing, fire rescuing……etc. They were trained at Training Center of National Fire Agency, Taichung Disaster Prevention Training Center and the mountain area of Taichung. The well-quipped training centers allow the trainees to breakthrough their physical and mental limits, acquire proficiency in rescuing skills and achieve the national certificates.
海龍救生義消分隊的前身為臺中市海上救生協會，參與臺北復航空難救災行列，後加入義消成立臺中市海龍救生義消分隊，成軍目的希望弟兄們發揮所學來回饋社會。分隊成員皆來自陸軍101兩棲偵察營退役弟兄，各個不只基本體能及海上長泳外，還具備操舟、武裝游泳…等海上技能，且還擁有不少專業證照資格。
“The Sea Dragon Rescuing Volunteer Branch” used to be “Taichung City Marine Lifesaving Association”, which attended several rescuing missions including the TransAsia Airways plane crash in February 2015. The “sea dragons” are all veterans of Army 101st Amphibious Reconnaissance Battalion. They are well-trained long-distance swimmers and boat rider with a lot of professional certificates.
三棲特搜義消分隊是全國唯一同時有陸海空三棲特搜能力的義消分隊，隊上同仁皆為國軍特種部隊退役，目前規劃為陸、海、空三小隊。地面小隊成員皆來自退役的「涼山突擊兵特種部隊」，小隊具特種地形攀降能力、野外救生專長、攀岩及山地救生能力、且成員均具備救難直升機之垂降能力；水域小隊成員均具有溯溪、河川搜救等專長，兼具突擊訓之山地救難專長，可在特殊山地河川進行搜救任務；空中小隊的成員皆來自退役的「陸軍航特部神龍小組」，具高空跳傘及飛行傘專長，對於居住在山海屯的大臺中市民們是一大福祉。
“The Triphibian rescuing Volunteer Branch” is the first and only volunteer branch of fire agencies in Taiwan which is capable with rescuing abilities on land, sea and in the air. The members of this branch are all veterans of the Special Force of Taiwan. There are three crews, land, sea and air, under the branch. The members of Land Crew are veterans from Airborne Special Service Company. They are good at outdoor climbing, wilderness first aid, mountain rock climbing and helicopter rescuing. The members of Sea Crew are good at river trekking, river rescuing and mountain rescuing. The members of Air Crew are veterans of airborne forces and paratroops. They have the abilities of skydiving and paragliding. It is citizens’ good fortune to have such extraordinary volunteer branches establishing at Taichung.
